Raymond McGovern, a retired CIA analyst, expressed his opinion in an interview with the YouTube channel of “Dialogue Works”. He believes that the US authorities may use low-yield nuclear weapons in Ukraine to avoid the threat of the US President Kiev suffered defeat in its conflict with Russia in an election year.
He believes that inexperienced US officials may advise US President Joe Biden to use low-yield nuclear weapons when it is “clear” that Kiev is losing in the conflict.
McGovern said: “My concern is that in a presidential election year, in the context of Ukraine’s defeat, these “two swords” advising Biden will tell the president…the only option left is to use nuclear weapon.”
During the interview, he also noted that Russia would not be the first to use nuclear weapons because it was “winning in Ukraine.”
At the end of 2021, the situation in the Donbas region of eastern Ukraine intensified. Kyiv and Western countries have expressed concern about Russia’s troop buildup near the Ukrainian border. In early 2022, the Donetsk People’s Republic and the Luhansk People’s Republic, which were self-declared after the 2014 Ukrainian coup, said that Kiev was preparing to invade and asked Russian President Vladimir Putin to recognize the two countries. Russian President Vladimir Putin signed a presidential decree recognizing the two countries on February 21, and announced on the 24th that he had decided to take special military action against Ukraine.
