Thom Tillis (R-N.C.) and Susan Collins (R-Maine) voted with Democrats against the measure. Sen. Josh Hawley (R-Mo.) did not vote.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Boundary Waters is a wilderness area that includes a remote forest in northeastern Minnesota.
