He reiterated Canada\u2019s unwavering support for the country and&nbsp;<a href=\"https:\/\/www.pm.gc.ca\/en\/news\/news-releases\/2025\/08\/24\/canada-reinforces-its-support-just-and-lasting-peace\"><u>announced the allocation<\/u><\/a>&nbsp;of $2 billion in military assistance originally announced at the Group of Seven summit in June.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cWe are working through, with our allies and coalition of the willing and with Ukraine, the modalities of those security guarantees, on land, in the air and the sea, and I would not exclude the presence of troops,\u201d Carney said at a news conference.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">A&nbsp;<a href=\"https:\/\/www.cbc.ca\/news\/politics\/carney-meets-zelenskyy-ukraine-1.7616483\"><u>local outlet reported<\/u><\/a>&nbsp;that Carney did not make clear whether he would consider troops in a training capacity or as part of a peacekeeping force.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cIn Canada\u2019s judgment, it is not realistic that the only security guarantee could be the strength of the Ukrainian armed forces, in the medium term. So that needs to be buttressed. It needs to be reinforced,\u201d Carney added at the news conference.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Carney announced $2 billion in Canadian dollars \u2014 or $1.5 billion in U.S. dollars \u2014 in military assistance to Ukraine, including $680 million \u2014 or $500 million in U.S. dollars \u2014 for munitions and military equipment for Ukraine sourced from America as part of NATO\u2019s Prioritised Ukraine Requirements List (PURL) initiative.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cUkraine is on the frontline in the struggle for freedom and sovereignty. After three years at war, Ukrainians urgently need more military equipment. Canada is answering that call, providing $2 billion for drones, armoured vehicles, and other critical resources,\u201d Carney said in a&nbsp;<a href=\"https:\/\/x.com\/MarkJCarney\/status\/1959590298004209773\"><u>post on the social platform X<\/u><\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Leaders from Canada and Ukraine also signed a joint defense production agreement on Sunday, which \u201cis aimed at deepening bilateral defence-industrial cooperation, expanding and creating new production capacities in Ukraine and Canada, and enhancing resilience and continuity in the supply of defence products,\u201d Ukrainian Defense Minister Denys Shmyhal&nbsp;<a href=\"https:\/\/x.com\/Denys_Shmyhal\/status\/1959606167530779013\"><u>said in a post on X<\/u><\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cToday\u2019s arrangements will not only simplify the establishment of Ukrainian companies in Canada and facilitate technology exchange, but also help provide #AFU with modern weapons &amp; military equipment in the long term,\u201d Shmyhal continued.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Zelensky&nbsp;<a href=\"https:\/\/x.com\/ZelenskyyUa\/status\/1959606165542699483\"><u>expressed gratitude<\/u><\/a>&nbsp;for Canada\u2019s \u201creadiness to join the PURL program\u201d and for signing the \u201cimportant documents and clear agreements.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cA very meaningful meeting with Prime Minister of Canada Mark Carney. I am grateful that this visit is taking place today, on such an important day for Ukrainians \u2013 Independence Day.
