{"id":44161,"date":"2025-06-29T18:17:00","date_gmt":"2025-06-29T23:17:00","guid":{"rendered":"https:\/\/ustower.net\/?p=44161"},"modified":"2025-06-30T04:20:42","modified_gmt":"2025-06-30T09:20:42","slug":"democrats-accuse-gop-of-nuking-senate-rules-to-pass-trump-megabill","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=44161","title":{"rendered":"Democrats accuse GOP of nuking Senate rules to pass Trump megabill"},"content":{"rendered":"\n<p class=\"has-medium-font-size wp-block-paragraph\">Senate Democrats on Sunday accused Republicans of \u201cgoing nuclear\u201d to blow up the Senate rules so they can make President Trump\u2019s 2017 tax cuts permanent.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The heated moment on the Senate floor came as Democrats made several parliamentary inquiries of the Senate\u2019s presiding chair to lay the groundwork to challenge Budget Committee Chair&nbsp;<a href=\"https:\/\/thehill.com\/people\/lindsey-graham\/\"><u>Lindsey Graham\u2019s\u2002<\/u><\/a>(R-S.C.) use of a \u201ccurrent policy\u201d budget baseline to score the extension of the 2017 tax cuts as not adding to the deficit.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cThis is the nuclear option. It\u2019s just hidden behind a whole lot of Washington, D.C., lingo,\u201d Sen.&nbsp;<a href=\"https:\/\/thehill.com\/people\/ron-wyden\/\"><u>Ron Wyden\u2002<\/u><\/a>(D-Ore.), the ranking member of the Senate Finance Committee, declared on the Senate floor.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Republicans pushed back on that claim.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Graham argued that Democrats have previously used current-policy baselines to score bills. He pointed to former Senate Budget Committee Chair&nbsp;<a href=\"https:\/\/thehill.com\/people\/kent-conrad\/\"><u>Kent Conrad\u2019s\u2002<\/u><\/a>(D-N.D.) use of a current-policy baseline to pass a farm bill.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Democrats, however, say that was done on a bipartisan basis and not for something as monumental as extending trillions of dollars\u2019 worth of tax breaks.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Senate Finance Committee Chair&nbsp;<a href=\"https:\/\/thehill.com\/people\/mike-crapo\/\"><u>Mike Crapo\u2002<\/u><\/a>(R-Idaho) pointed out that former President&nbsp;<a href=\"https:\/\/thehill.com\/people\/obama\/\"><u>Obama\u2019s\u2002<\/u><\/a>budget office in 2012 argued that the extension of the expiring&nbsp;<a href=\"https:\/\/thehill.com\/people\/bush\/\"><u>Bush\u2002<\/u><\/a>tax cuts should be scored as a continuation of current policy and as not adding to the deficit.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Democrats say that Congress has never before used a current-policy baseline to score tax cuts in a budget reconciliation package as not adding to future deficits.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">They are pushing for the bill to be scored on a \u201ccurrent law\u201d baseline.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Under current law, the 2017 Trump tax cuts would expire at the end of 2025.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The Congressional Budget Office (CBO) scores the extension of Trump tax cuts as adding to the deficit under a current-law baseline.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">But under a current-policy baseline, which Republicans are using for the bill, the CBO scores the extension of the Trump tax cuts as not exceeding the bill\u2019s reconciliation instructions or adding to federal deficits after 2034.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">If extending the Trump tax cuts is scored as budget neutral, then the bill complies with the Senate\u2019s Byrd Rule, which determines what legislation can pass the Senate with a simple-majority vote.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">If Democrats win the procedural argument, the bill would have to be rewritten and the 2017 Trump tax cuts would have to be offset with huge additional spending cuts to comply with the Senate\u2019s Byrd Rule.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">If Republicans win the procedural argument, they will then be able to make the expiring portions of the 2017 Tax Cuts and Jobs Act permanent \u2014 a major policy victory.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Wyden, Senate Democratic Leader&nbsp;<a href=\"https:\/\/thehill.com\/people\/chuck-schumer\/\"><u>Chuck Schumer\u2002<\/u><\/a>(N.Y.) and other senior Democrats made parliamentarian inquiries on the floor Sunday afternoon to set up a later challenge to the Republican baseline.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Merkley asked the presiding chair, first-term Sen.&nbsp;<a href=\"https:\/\/thehill.com\/people\/bernie-moreno\/\"><u>Bernie Moreno\u2002<\/u><\/a>(R-Ohio), if the House reconciliation bill used current law as the operative baseline when it was first laid before the Senate.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The chair answered \u201cyes.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Then Schumer asked if the Senate had ever used a baseline other than current law for a reconciliation measure, and the chair responded \u201cno.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Sen.&nbsp;<a href=\"https:\/\/thehill.com\/people\/patty-murray\/\"><u>Patty Murray\u2002<\/u><\/a>(D-Wash.), the ranking member of the Appropriations Committee, asked if the nine titles of the Senate bill other than the Finance Committee\u2019s portion used current-law baselines. Moreno answered \u201cyes.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Wyden then asked if the Finance title of the legislation relied on two different budgetary baselines, both current-law and current-policy baselines, and the chair acknowledged that is true.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Those answers prompted Murray, the longest-serving Democratic member of the Budget panel, to accuse Republicans of \u201cignoring precedent, process and the parliamentarian.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/thehill.com\/homenews\/5376075-democrats-gop-senate-rules-megabill\/\">thehill<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Senate Democrats on Sunday accused Republicans of \u201cgoing nuclear\u201d to blow up the Senate rules so they can make President Trump\u2019s 2017 tax cuts permanent.
