{"id":42033,"date":"2025-05-08T15:46:00","date_gmt":"2025-05-08T20:46:00","guid":{"rendered":"https:\/\/ustower.net\/?p=42033"},"modified":"2025-05-08T22:52:24","modified_gmt":"2025-05-09T03:52:24","slug":"democrats-block-stablecoin-bill-in-blow-to-crypto","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=42033","title":{"rendered":"Democrats block stablecoin bill in blow to crypto"},"content":{"rendered":"\n<p class=\"has-medium-font-size\">Legislation to create a framework for payment stablecoins failed to clear a key hurdle on the Senate floor Thursday, after several Democrats voted against moving forward with consideration of the bill.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Senators voted 48-49 to end debate on a motion to proceed on the GENIUS Act, short of the 60 votes required to move the measure further along the road to final passage.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Senate Majority Leader&nbsp;<a href=\"https:\/\/thehill.com\/people\/john-thune\/\"><u>John Thune\u2002<\/u><\/a>(R-S.D.) switched his vote from yes to no in a procedural move that allows him to bring the measure up again.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Senate Democrats who previously supported the GENIUS Act&nbsp;<a href=\"https:\/\/thehill.com\/policy\/technology\/5288425-trump-crypto-deal-legislation-opposition\/\"><u>withdrew support for the bill<\/u><\/a>&nbsp;over the weekend, after Republican leadership sought to fast-track a vote on the legislation.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The senators accused Republicans of&nbsp;<a href=\"https:\/\/thehill.com\/policy\/technology\/5288077-gallego-slams-republicans-over-stablecoin-legislation\/\"><u>cutting off negotiations early<\/u><\/a>, arguing that the latest version of the bill lacked strong enough provisions on anti-money laundering, national security and other issues.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The two sides have been engaged in negotiations for several days, with some reports of a deal. However, Senate Democrats said Thursday morning that they had still not seen new bill text.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Sen.&nbsp;<a href=\"https:\/\/thehill.com\/people\/ruben-gallego\/\"><u>Ruben Gallego\u2002<\/u><\/a>(D-Ariz.), the top Democrat on the Senate Banking subcommittee on digital assets, asked for unanimous consent to delay the vote until Monday to give lawmakers more time.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cWe\u2019ve made some great progress over this past week,\u201d Gallego said on the Senate floor ahead of Thursday\u2019s vote. \u201cI greatly, greatly appreciate the work that we\u2019ve done in a bipartisan manner.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThe reason you\u2019re hearing some hesitancy, the legislation of this scope and importance really just cannot be rushed, and we need time both to educate our colleagues and people,\u201d he added. \u201cWe\u2019re not shutting down. We don\u2019t want to shut this down to the point where we\u2019re ending all this work that we have put into it.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cWe want to bring this economy and this innovation to the United States, and I\u2019m asking for that time,\u201d he continued. \u201cI want to be clear that you do have enough members across the aisle that want to see this pass in a good manner.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">His request was ultimately rejected, and the Senate proceeded with the vote.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Senate Republicans have expressed frustration with their colleagues across the aisle, arguing that they have worked on the legislation for months and incorporated their feedback.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Thune slammed Democrats for blocking the legislation, emphasizing they would have had an opportunity to consider more tweaks on the floor before a final vote.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cIf Democrats were interested in further changes as they claim, they would have had the chance to make those changes on the floor,\u201d Thune said. \u201cAll they had to do was vote for cloture. Not every bill that comes to the floor is a final bill. Now, that might be how it worked when they were in control, but Republicans are doing it differently.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Thune suggested Democrats may be attempting to block Republicans and President Trump from securing a bipartisan win.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cI just have to say frankly I just don\u2019t get it. I don\u2019t know what more they want,\u201d he said. \u201cWhich of course makes you wonder if this is about the bill at all. Or if it\u2019s simply Democrats obstructing because they want to deny Republicans or President Trump a bipartisan win. Now given the fact that Democrats keep moving the goal posts, it\u2019s hard not to suspect that is the case.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Treasury Department Secretary&nbsp;<a href=\"https:\/\/thehill.com\/people\/scott-bessent\/\"><u>Scott Bessent\u2002<\/u><\/a>also ripped Democrats, saying the Senate \u201cmissed an opportunity to expand dollar dominance and U.S. influence in financial innovation.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThe world is watching while American lawmakers twiddle their thumbs. Senators who voted to stonewall U.S. ingenuity today face a simple choice: Either step up and lead or watch digital asset innovation move offshore,\u201d Bessent&nbsp;<a href=\"https:\/\/x.com\/SecScottBessent\/status\/1920551341531017606\"><u>said in a statement<\/u><\/a>&nbsp;posted to the social platform X.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The failed vote marks a loss for the crypto industry, which has gained new momentum under the Trump administration and Republican leadership in Congress.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Stablecoin legislation \u2014 one of two key priorities for the president and GOP lawmakers alongside digital asset market structure legislation \u2014&nbsp;had been sailing forward until last week.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The GENIUS Act passed out of the Senate Banking Committee with support from five Democrats in March, while its companion in the House, the STABLE Act, passed out of the House Financial Services Committee last month.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Crypto legislation now faces a more difficult road ahead, especially as Trump and his family continue to expand their crypto portfolio.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">World Liberty Financial, the crypto venture launched by the president and his sons, announced last week that its new stablecoin would be used to complete a $2 billion transaction between Emirati firm MGX and crypto exchange Binance.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">The deal has drawn heavy scrutiny from Democrats, who argue that Trump is attempting to profit from the crypto industry and potentially exposing the U.S. government to foreign influence.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Opponents of the GENIUS Act, such as Sen. Elizabeth Warren (D-Mass.), pointed to the deal to underscore their concerns with the legislation.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cTrump is already using his stablecoin to get a cut of a $2 BILLION deal with a shady UAE fund,\u201d Warren wrote on X on Tuesday. \u201cThe Senate will vote on the GENIUS Act, a crypto bill which would make the President\u2019s grift even easier.
