That\u2019s true for his fans and his critics alike.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">When Trump travels to politically legendary&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/trump-mark-100th-day-office-michigan-rally-rcna202727\">Macomb County, Michigan, on Tuesday<\/a>&nbsp;to mark the milestone, he will be able to point to his novel interpretations of the powers of the presidency to&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/doge\/government-layoffs-trump-firings-department-probationary-employees-rcna192307\">slash the federal workforce<\/a>, withhold funds&nbsp;<a href=\"https:\/\/www.nbcnews.com\/news\/world\/usaid-trump-administration-cutting-60-billion-90-percent-rcna193970\">for foreign<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/nonprofits-say-still-cant-access-federal-funds-rulings-blocking-trumps-rcna190491\">domestic aid<\/a>, stem&nbsp;<a href=\"https:\/\/www.nbcnews.com\/data-graphics\/us-immigration-tracker-follow-arrests-detentions-border-crossings-rcna189148\">the flow of illegal immigration<\/a>&nbsp;through the U.S. border with Mexico,&nbsp;<a href=\"https:\/\/www.nbcnews.com\/tech\/crypto\/trumps-memecoin-dinner-contest-earns-insiders-900000-two-days-rcna203071\">boost cryptocurrency<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/trump-tariffs\">strangle trade<\/a>, punish independent institutions \u2014&nbsp;<a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/harvard-university-showdown-trump-administration-rcna202468\">universities<\/a>,&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/justice-department\/federal-judge-calls-trumps-order-targeting-prominent-law-firm-shocking-rcna200961\">law firms<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.nbcnews.com\/media\/judge-orders-white-house-lift-ban-associated-press-rcna200327\">media outlets<\/a>&nbsp;among them \u2014 for failing to support his views and effectively&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/trump-administration\/appeals-court-allows-trump-administration-enforce-ban-dei-programs-now-rcna196551\">outlaw diversity initiatives<\/a>&nbsp;within the federal government and entities it supports.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Trump and his allies have relentlessly&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/trump-administration\/judges-stand-firm-trump-ramps-attacks-judiciary-rcna197287\">attacked federal judges<\/a>&nbsp;who have rendered decisions slowing or stopping some of those policies \u2014 and, in one high-profile immigration case,&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/politics-news\/judge-finds-probable-cause-hold-trump-administration-contempt-deportat-rcna201569\">did not comply<\/a>&nbsp;with a district court judge\u2019s order to halt deportations under the Alien Enemies Act.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In times of war and economic crisis, past presidents, from Abraham Lincoln to Franklin Roosevelt, have tested the constitutional limits of their office in the name of protecting the nation from both foreign and domestic enemies and from the perils of financial ruin. None have tried to exercise so much power, across such a broad range of issues and with such disregard for Congress and the courts, as Trump has in a time of relative peace and economic stability in the United States.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Julian Zelizer, a presidential historian at Princeton University, said Trump has separated himself from predecessors by ignoring Congress and with his zeal for tearing down institutions, inside and outside the government, rather than building them up.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cIt\u2019s been 100 days without a major bill. So it\u2019s the opposite of FDR, who was focused on as much legislation as you can,\u201d Zelizer said. \u201cA lot of this has really been much more of a destructive mindset. &#8230; It\u2019s hard to think of a president so uninterested in using the time for a legislative achievement.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Trump\u2019s use of those powers to reward allies and penalize adversaries \u2014 real and perceived \u2014&nbsp;defies modern comparison and harks back to President Andrew Jackson\u2019s&nbsp;<a href=\"https:\/\/millercenter.org\/president\/jackson\/domestic-affairs\">spoils system<\/a>. His&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/trump-third-term-talk-freezes-potential-2028-republican-field-rcna198878\">heavy flirtation<\/a>&nbsp;with&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/trump-third-term-constitution-forbids-rcna193329\">serving more than two full terms<\/a>, which critics say is an effort to lay the groundwork to remain in office indefinitely, is without precedent since the 22nd Amendment\u2019s two-term limit was ratified in 1951.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">One of the chief advocates for Trump\u2019s seeking a third term, \u201cWar Room\u201d podcaster and former White House official Steve Bannon, said the opening of Trump\u2019s second term has redirected the country in a good way.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThe Trump Project is a revolutionary project,\u201d Bannon said in a text-message exchange. \u201cHe has accomplished more in 100 days to return America to her former greatness than any leader since [President Ronald] Reagan.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Macomb County, a cluster of Detroit suburbs where Trump will tout the actions of his first 100 days Tuesday, was the heart of the white, working-class \u201cReagan Democrat\u201d contingent in 1980 and 1984. Trump won it in each of his three elections.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">But while there is little question that Trump stormed back into Washington proclaiming his election as a mandate to expand presidential authorities over nearly every aspect of American life, his failure so far to address the most pressing issue of last fall\u2019s campaign \u2014&nbsp;the economic crunch felt by hundreds of millions of people \u2014 is dragging down public approval of his presidency.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">An&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/trump-administration\/poll-americans-vent-disappointment-trump-ahead-100-day-mark-especially-rcna202656?cid=eml_nbn_20250427&amp;user_email=fdfe09ccb3e84ca9020ac6d02b376988cafdde192c7015b0c08c6928773e30e2&amp;utm_campaign=breakingnews&amp;$3p=e_sailthru&amp;_branch_match_id=1306670843437565810&amp;utm_medium=Email Sailthru&amp;_branch_referrer=H4sIAAAAAAAAAzVQSW7DMAx8jXtTokiJlwJBUbTINwyaomMi2iDJNXLp2yujLcADZ8gZLkspMb8ej35CT1s+QIwHy\/5x1PGtUWcdrzRmYFuWtL5UIiS+swc7rslel13c6PdG3Wps23b4t8HgKhOD5cKYa1rS6qIA49hzLgkKB\/\/bYQU4Sozgs\/giX4ThXLcI7Ivb4Z9yITDiJKUw8BQO0kNQjoQM1j5FQg9KqvbSNvqGbBr9Sc6OfvJjpS\/yrLpGtWumNJKr19T6bGaSA+KkqT8jDFJJwNZINemuHfoeYTaGToPCTp4uk0TZYzuovus0aUlq9ytuRHAR+O6r45QIHuzv+wNevhPNlFKF45TCVidfP5YUHP0AKtrq93EBAAA=\">NBC News Stay Tuned poll<\/a>, powered by SurveyMonkey, found that 55% of adults disapprove of his handling of his job, while 45% approve. The Pew Research Center, which has long tracked presidential survey numbers, found that approval for Trump stands at 40%, down from 47% two months ago. Those are just two examples of the many surveys that show a decline in his popularity \u2014 a decline fueled by rejection of his economic policies.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Forty-nine percent of Americans say Trump has made the American economy weaker, compared with former President Joe Biden, while only 37% say he has bolstered the economy,&nbsp;<a href=\"https:\/\/www.pewresearch.org\/politics\/2025\/04\/23\/evaluations-of-trump-job-approval-and-confidence-on-issues\/\">according to Pew<\/a>. Confidence in Trump\u2019s ability to make good decisions about the economy has dropped among Republicans, from 92% to 80%,&nbsp;<a href=\"https:\/\/www.pewresearch.org\/politics\/2025\/04\/23\/evaluations-of-trump-job-approval-and-confidence-on-issues\/pp_2025-4-23_trump-100-days_01-05\/\">in recent months<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">White House officials say Trump has delivered on two signature campaign promises: securing the southern border and curbing inflation. The number of illegal border crossings&nbsp;<a href=\"https:\/\/www.nbcnews.com\/data-graphics\/us-immigration-tracker-follow-arrests-detentions-border-crossings-rcna189148\">has plummeted<\/a>, according to government data, with about 84,000 recorded this year through the end of March. Over the same period last year, the figure was more than 555,000. The rate of inflation has come down in recent months, too, but it remains higher than most economists would like, at 2.4% year over year.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Coupled with Trump\u2019s imposition of tariffs on goods from other countries \u2014 and the damage they have inflicted on U.S. markets and confidence in the dollar \u2014 many Americans find that Trump\u2019s overall approach to the economy has imperiled their personal finances. So, even as inflation has slowed \u2014 Trump promised to end it on \u201cday one\u201d of his term \u2014&nbsp;he has stoked, rather than stemmed, fears of investors and consumers. That raises questions about his competence as a steward of the economy.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">California Gov. Gavin Newsom, who is widely viewed as a potential presidential candidate in 2028, said it is important for Democrats to focus on that aspect of Trump\u2019s second term amid a flurry of executive actions.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cThe foundational thing that we should be focused on is how he\u2019s wrecked this economy,\u201d Newsom said in an interview last week. \u201cThat is the issue that should animate us, because it\u2019s the issue that got him elected. &#8230; And he\u2019s completely betrayed folks.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Trump\u2019s cuts to the federal workforce and domestic aid programs \u201camount to an attack on working Americans,\u201d said Rep. Dan Goldman, D-N.Y. Goldman, a former prosecutor who was counsel to House Democrats during Trump\u2019s first impeachment, said that \u201cthe true danger lies in his methodical attack on the rule of law \u2014 and specifically that he has from day one started assaulting every form of accountability in our democracy.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In moving so quickly, Trump has been forced to admit some mistakes \u2014&nbsp;many of them committed by the new Department of Government Efficiency, which is fronted by billionaire Elon Musk, in its efforts to close down whole parts of the federal government and fire hundreds of thousands of government workers.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In one high-profile case, the administration sacked nuclear safety workers and then&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/national-security\/trump-administration-wants-un-fire-nuclear-safety-workers-cant-figure-rcna192345\">scrambled to rehire them<\/a>. Trump has&nbsp;<a href=\"https:\/\/www.nbcnews.com\/business\/economy\/trump-tariffs-president-announces-90-day-pause-what-to-know-rcna200463\">backtracked on tariff threats<\/a>&nbsp;\u2014 in the face of uncertainty in the stock and bond markets \u2014 and&nbsp;<a href=\"https:\/\/apnews.com\/article\/federal-reserve-trump-jerome-powel-4710172f1fd4d6493769ac0b81703c01\">reversed himself<\/a>&nbsp;by saying he no longer wants to fire Federal Reserve Board Chairman Jerome Powell.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Echoing&nbsp;<a href=\"https:\/\/www.theatlantic.com\/magazine\/archive\/2025\/06\/trump-second-term-comeback\/682573\/\">a response her boss gave to The Atlantic<\/a>&nbsp;about the possible accidental deportation of American citizens, White House press secretary Karoline Leavitt said errors will happen.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cAs the president has said himself, nothing is ever going to be perfect in this world,\u201d Leavitt said.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">She reiterated the White House view that Trump has delivered on immigration and inflation \u2014 while acknowledging that there is more work to do on the economy and blaming Biden\u2019s agenda for that.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cIt takes time to unwind the effects of those devastating policies,\u201d Leavitt said. \u201cThe full might of the Trump economic boom will not be felt until [pending] tax cuts are signed into law.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Trump\u2019s next 100 days will be focused on three \u201cdeal\u201d buckets, she said: trade deals, peace deals and a budget deal. On trade and peace, agreements have been more elusive than Trump promised as a candidate. He vowed that Russia and Ukraine would have a pact in place by the time he took office. And his tariffs have not yet brought about a blockbuster trade deal with a major partner.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">In terms of the budget, Republicans in Congress have been working for months on a \u201creconciliation\u201d bill that would slash taxes and domestic aid while boosting defense spending and adding to the national debt.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">Trying to affect the outcome of that legislation \u2014 to kill it or reshape it \u2014 is part of the reason two progressive lawmakers, Sen. Bernie Sanders, I-Vt., and Rep. Alexandria Ocasio-Cortez, D-N.Y., have been traveling across the country, often to Republican-held congressional districts, to hold rallies, according to longtime Sanders adviser Faiz Shakir.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cYou\u2019re in a place where this reconciliation of cutting Medicaid and giving tax cuts to the rich is potentially a win for Democrats \u2014 if you could laser focus on it, mobilize people around the country on it, you really could have an effect,\u201d Shakir said.<\/p>\n\n\n\n<p class=\"has-medium-font-size\">It makes sense to fight Trump on the substance now, he added, because of the possibility that Republicans will get cold feet when they contemplate the potential electoral consequences of public disapproval of their plans.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size\">\u201cYou hold these events and you mobilize the public when the governing choices could be altered\u201d to effect that change or have credibility in drawing contrasts with Republicans in next year\u2019s midterm elections, he said. \u201cYou don\u2019t skip that first part and then come to the last part and say vote for change.
