{"id":40201,"date":"2025-03-25T15:10:00","date_gmt":"2025-03-25T20:10:00","guid":{"rendered":"https:\/\/ustower.net\/?p=40201"},"modified":"2025-03-25T22:18:59","modified_gmt":"2025-03-26T03:18:59","slug":"usc-enacts-hiring-freeze-and-makes-cuts-over-trump-threats-to-funding","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=40201","title":{"rendered":"USC enacts hiring freeze and makes cuts over Trump threats to funding"},"content":{"rendered":"\n<p class=\"has-medium-font-size wp-block-paragraph\">California university makes changes amid slashes to research funding and investigation over campus protests<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The University of Southern&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/california\">California<\/a>&nbsp;announced an immediate hiring freeze for all staff positions, \u201cwith very few critical exceptions\u201d in&nbsp;<a href=\"https:\/\/view.comms.usc.edu\/?qs=a768752b845293d055bbbaa26dd08cfcc91c903203ac135b4c704de76b89ea19f440f96f8c71d7b63fd846433597a220429077949f81594103f99be002c5f03a1a7fb77e388b37237e3ddc0f4a44c24dcef41829f1e1dcd6\">a letter<\/a>&nbsp;to faculty and staff on Tuesday.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The letter, from USC\u2019s president, Carol Folt, and provost, Andrew Guzman, said the hiring freeze was one of nine steps to cut the school\u2019s operating budget amid deep uncertainty about federal funding \u2013 given sweeping cuts to scientific research, the reorganization of student loans, and an education department investigation accusing the university of failing to protect Jewish students during protests over Israel\u2019s destruction of Gaza following the Hamas attacks on 7 October 2023.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cLike other major research institutions, USC relies on significant amounts of federal funding to carry out our mission,\u201d the university administrators wrote. \u201cIn fiscal year 2024, for example, we received approximately $1.35 billion in federal funding, including roughly $650 million in student financial aid and $569 million for federally funded research. The health system also receives Medicare, Medicaid, and Medi-Cal payments \u2013 a significant portion of its revenues \u2013 and the futures of those funds are similarly uncertain.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The other measures include: permanent budget reductions for administrative units and schools, a review of procurement contracts, a review of capital projects \u201cto determine which may be deferred or paused\u201d, a curtailment of faculty hiring, new restriction on discretionary spending and expenses for travel and conferences, an effort to streamline operations, a halt on merit-based pay increases, and an end to extended winter recess introduced during the Covid-19 pandemic.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Two weeks ago, USC was one of 60 schools&nbsp;<a href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-educations-office-civil-rights-sends-letters-60-universities-under-investigation-antisemitic-discrimination-and-harassment\">notified<\/a>&nbsp;by the Department of Education\u2019s Office for Civil Rights of \u201cpotential enforcement actions if they do not fulfill their obligations under Title VI of the Civil Rights Act to protect Jewish students on campus\u201d.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The newly announced budget cuts follow a university&nbsp;<a href=\"https:\/\/www.provost.usc.edu\/financial-planning-for-sustainable-excellence\/\">statement<\/a>&nbsp;in November of last year that informed staff that \u201crising costs require \u2026 budgetary adjustments\u201d. In 2024, that statement said: \u201cUSC\u2019s audited financial statement shows a deficit of $158 million.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cOver the past six years, our deficit has ranged from $586 million during legal cost repayments and COVID, to a modest positive level of $36 million in 2023,\u201d USC administrators wrote in November.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cSimilar deficits are being reported at many peer institutions due to rising costs that outpace revenues across all of higher education,\u201d they added.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/mar\/25\/usc-hiring-freeze-cuts-trump-funding\">theguardian<\/a><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>California university makes changes amid slashes to research funding and investigation over campus protests The University of Southern&nbsp;California&nbsp;announced an immediate hiring freeze for all staff positions, \u201cwith very few critical exceptions\u201d in&nbsp;a letter&nbsp;to faculty and staff on Tuesday.
