{"id":35545,"date":"2024-12-05T16:55:00","date_gmt":"2024-12-05T22:55:00","guid":{"rendered":"https:\/\/ustower.net\/?p=35545"},"modified":"2024-12-05T20:50:50","modified_gmt":"2024-12-06T02:50:50","slug":"us-shuts-down-prisons-amid-scrutiny-over-sexual-abuse-and-crisis-of-suicides","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=35545","title":{"rendered":"US shuts down prisons amid scrutiny over sexual abuse and crisis of suicides"},"content":{"rendered":"\n<p class=\"has-medium-font-size wp-block-paragraph\">Bureau of Prisons closes California facility and suspends operations at six others as rights activists call for clemency<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The US Bureau of Prisons (BoP) announced on Thursday it was permanently closing a&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/apr\/15\/california-womens-prison-closing-sexual-abuse\">California women\u2019s prison<\/a>&nbsp;plagued by staff sexual misconduct scandals, and suspending operations at six other federal institutions.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The shutdowns come as the federal agency is facing intensifying scrutiny surrounding guards\u2019&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/2023\/apr\/06\/federal-prison-sexual-abuse-deportation-california-mexico\">rampant sexual abuse of incarcerated residents<\/a>, a&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/feb\/15\/prison-death-causes-preventable-justice-department\">crisis<\/a>&nbsp;of suicides and preventable deaths across its prisons and reports of&nbsp;<a href=\"https:\/\/www.npr.org\/2023\/12\/12\/1218627629\/lawmakers-push-for-federal-prison-oversight-after-reports-of-inadequate-medical-\">severe medical neglect<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The BoP is permanently shuttering the Federal Correctional Institution (FCI) Dublin, a low-security facility east of Oakland, which was known internally as the \u201c<a href=\"https:\/\/apnews.com\/article\/federal-prisons-closing-ap-investigation-abuse-decay-c02c96b6f6a3c5535cc3e3025d5d2585\">rape club<\/a>\u201d due to the widespread, documented staff assaults of women in custody. Seven former officers have been criminally&nbsp;<a href=\"https:\/\/www.justice.gov\/opa\/pr\/seventh-correctional-officer-federal-facility-dublin-california-sentenced-prison-sexual\">convicted<\/a>&nbsp;for a range of sexual offenses, including the former&nbsp;<a href=\"https:\/\/www.justice.gov\/opa\/pr\/former-federal-prison-warden-sentenced-sexual-abuse-three-female-inmates\">warden<\/a>, and more than 20 were placed on leave and under&nbsp;<a href=\"https:\/\/apnews.com\/article\/fci-dublin-california-bureau-of-prisons-1446d6fac522edeaaf0f5694f5930ccc\">investigation<\/a>. FCI Dublin was temporarily closed in April after a US judge appointed a special master to oversee the embattled facility, and hundreds of incarcerated residents were transferred to institutions across the US.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The BoP said Thursday that it had also \u201cdeactivated\u201d prisons and camps in Wisconsin, Minnesota, Colorado, Pennsylvania, West Virginia and Florida, with incarcerated residents transferred elsewhere. The bureau cited \u201ccritical staffing shortage, crumbling infrastructure, and limited budgetary resources\u201d, and said employees would also be transferred, asserting that the bureau was \u201cnot downsizing\u201d and that it was \u201ccommitted to finding positions for every employee who wants to remain with the agency\u201d.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The BoP also said it had been \u201cunable to maintain staffing levels\u201d at Dublin \u201cdue to the high cost of living and competition from other area law enforcement agencies\u201d. The announcement did not address the sexual abuse scandals.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cI\u2019m thrilled they\u2019re closing Dublin prison \u2026 There was not a minute where you felt safe in that institution,\u201d said Kendra Drysdale, an advocate with the California Coalition for Women Prisoners, who was imprisoned at Dublin until her release in April. She has&nbsp;<a href=\"https:\/\/womenprisoners.org\/whats-more-extraordinary-and-compelling\/\">spoken out<\/a>&nbsp;about the abuse and retaliation she and others endured.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cBut I\u2019m very concerned for what these closures mean for everyone,\u201d she continued. \u201cThey\u2019re just putting Band-Aids on everything. The culture is ingrained in the BOP, and we don\u2019t see the willingness to make the changes that need to happen. BOP as an institution has proven it cannot keep people safe.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Drysdale and advocates with the&nbsp;<a href=\"https:\/\/dublinprisonsolidarity.org\/\">Dublin Prison Solidarity Coalition<\/a>&nbsp;are calling on the Biden administration to&nbsp;<a href=\"https:\/\/docs.google.com\/document\/d\/1qnhfDIMMqoPyKEOEnM_jTofYmFMIFW-F2l4u5-xJ2X0\/edit?tab=t.0\">grant clemency<\/a>&nbsp;to survivors of staff sexual abuse who remain imprisoned within the BoP, especially after Joe Biden\u2019s recent pardon of his own son.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cThe transfers were horrific. Nothing is getting better where they are,\u201d Drysdale said of the survivors who are still housed in the BoP system, some sent far away from their hometowns and families. \u201cThey\u2019re not able to get any kind of trauma-informed care. They\u2019re really struggling. I\u2019m seeing huge levels of depression. It makes me feel guilty for being able to be out here and get the help I need.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Susan Beaty, senior attorney with the California Collaborative for Immigrant Justice, and co-counsel in a pending class-action&nbsp;<a href=\"https:\/\/static1.squarespace.com\/static\/64a5d4d138199b2c7c48c3de\/t\/6615993ec8d0343be8623438\/1712691518580\/ECF+152+-+Amended+Complaint.pdf\">lawsuit<\/a>&nbsp;against BoP over Dublin abuse, said there were dozens of survivors of staff sexual misconduct who remain incarcerated, including three named plaintiffs in the litigation. \u201cClosing Dublin is acknowledging that they don\u2019t have the resources or ability to keep people in their custody safe,\u201d they said. \u201cOne very easy solution to that problem is to release people.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The Dublin coalition has been advocating for clemency grants on behalf of&nbsp;<a href=\"https:\/\/docs.google.com\/document\/d\/1qnhfDIMMqoPyKEOEnM_jTofYmFMIFW-F2l4u5-xJ2X0\/edit?tab=t.0\">more than 20 survivors<\/a>&nbsp;with pending applications. Beaty said the US government could also release people through reform measures such as the Second Chance Act and could transfer incarcerated survivors to home confinement and community-based programs.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Some of the survivors of staff abuse are also&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/2023\/apr\/06\/federal-prison-sexual-abuse-deportation-california-mexico\">immigrants at risk of deportation<\/a>&nbsp;due to their criminal records, particularly as Donald Trump assumes office with plans to launch mass removal efforts.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cWe all just feel so passionately that if Biden can pardon his son, he can definitely grant clemency to survivors of this heinous abuse by federal government employees,\u201d said Drysdale. \u201cTo not do that is an absolute disgrace and embarrassment.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Records have repeatedly suggested that staff sexual abuse is a systemic problem beyond Dublin. The US Senate&nbsp;<a href=\"https:\/\/www.hsgac.senate.gov\/wp-content\/uploads\/imo\/media\/doc\/2022-12-13 PSI Staff Report - Sexual Abuse of Female Inmates in Federal Prisons.pdf\">reported<\/a>&nbsp;in 2022 that staff had sexually abused women in custody in at least two-thirds of its facilities over the last decade, some victims repeatedly targeted for months or years.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A US justice department office of the inspector general report&nbsp;<a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/feb\/15\/prison-death-causes-preventable-justice-department\">released<\/a>&nbsp;earlier this year further found that from 2014 to 2021, 187 people died by suicide inside BoP institutions, and that psychology services staff reported these types of deaths were preventable with proper protocols and treatment. The BoP repeatedly failed to effectively discipline staff for misconduct that contributed to preventable deaths, the inspector general said. Reporting has also suggested that incarcerated people in BoP prisons die from treatable conditions due to&nbsp;<a href=\"https:\/\/www.npr.org\/2023\/12\/12\/1218627629\/lawmakers-push-for-federal-prison-oversight-after-reports-of-inadequate-medical-\">delayed diagnoses and inadequate care<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The BoP declined to answer questions about the calls for releases, and the federal Office of the Pardon Attorney did not immediately respond to inquiries about survivors\u2019 clemency applications.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/www.theguardian.com\/us-news\/2024\/dec\/05\/prisons-closing-sexual-abuse-safety\">theguardian<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bureau of Prisons closes California facility and suspends operations at six others as rights activists call for clemency The US Bureau of Prisons (BoP) announced on Thursday it was permanently closing a&nbsp;California women\u2019s prison&nbsp;plagued by staff sexual misconduct scandals, and suspending operations at six other federal institutions.
