Gavin Newsom on Thursday&nbsp;<a href=\"https:\/\/www.gov.ca.gov\/wp-content\/uploads\/2024\/11\/Special_Session_Proc_Nov.pdf\"><u>called a special session<\/u><\/a>&nbsp;to &#8220;safeguard California values and fundamental rights in the face of an incoming&nbsp;<a href=\"https:\/\/www.axios.com\/2024\/11\/06\/trump-surprise-election-takeaways\"><u>Trump administration<\/u><\/a>.&#8221;<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Why it matters:&nbsp;<\/strong>Newsom&#8217;s proclamation is the latest indication that California officials are&nbsp;<a href=\"https:\/\/www.axios.com\/local\/san-francisco\/2024\/11\/06\/trump-president-california-response\"><u>positioning the state as the first line of defense<\/u><\/a>&nbsp;under a second Trump presidency.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Driving the news:&nbsp;<\/strong>The special session will begin Dec. 2, after newly elected legislators are sworn into office.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>The big picture:&nbsp;<\/strong>Newsom indicated the session would focus on increasing funding to the California Department of Justice and executive departments to file legal challenges against Trump&#8217;s actions, or to enable the state to take steps to blunt the effect of his future decisions.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Funding would also enable the state to defend itself against federal lawsuits aimed at eroding state-level policies.<\/li>\n\n\n\n<li class=\"has-medium-font-size\">Legislators could also change state laws during the session to aid both legal efforts, Newsom wrote.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Catch-up quick:&nbsp;<\/strong>A day earlier, state Attorney General Rob Bonta&nbsp;<a href=\"https:\/\/www.sfchronicle.com\/politics\/article\/bonta-comstock-act-19895070.php\"><u>told the San Francisco Chronicle<\/u><\/a>&nbsp;that his office had a plan in place to ensure clinics can continue to mail abortion pills within the state, if Trump attempts to use the&nbsp;<a href=\"https:\/\/www.axios.com\/2024\/03\/26\/supreme-court-abortion-pill-case-comstock-act\"><u>Comstock Act<\/u><\/a>&nbsp;to prevent it.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">Bonta\u00a0<a href=\"https:\/\/www.politico.com\/news\/2024\/11\/06\/california-girds-for-war-with-trump-00187779?is_magic_link=true&amp;template_id=OTJIR2CRKUD6&amp;template_variant_id=OTVPXN5JGTYRX\"><u>told Politico<\/u><\/a>\u00a0this week his office has already determined which courts they would file legal challenges in if the president-elect implements actions Bonta sees as unconstitutional.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size\"><strong>What they&#8217;re saying:&nbsp;<\/strong>&#8220;The freedoms we hold dear in California are under attack \u2014 and we won&#8217;t sit idle,&#8221; Newsom&nbsp;<a href=\"https:\/\/www.gov.ca.gov\/2024\/11\/07\/special-session-ca-values\/\"><u>said in a release<\/u><\/a>&nbsp;accompanying his special session proclamation.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">&#8220;We&#8217;ve been through this before, and we stand ready to defend your rights and protect California values,&#8221; Bonta said in the release.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-medium-font-size\"><strong>What&#8217;s next:<\/strong>&nbsp;Newsom said his announcement was &#8220;the first of several actions&#8221; his administration and the legislature would take to prepare for the presidential transition.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><a href=\"https:\/\/www.axios.com\/2024\/11\/07\/california-governor-newsom-special-session-trump-presidency\">axios<\/a><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
