{"id":34127,"date":"2024-10-30T17:50:00","date_gmt":"2024-10-30T22:50:00","guid":{"rendered":"https:\/\/ustower.net\/?p=34127"},"modified":"2024-10-31T20:51:05","modified_gmt":"2024-11-01T01:51:05","slug":"abortion-rights-groups-outspend-opponents-by-more-than-6-to-1-in-ballot-measure-campaigns","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=34127","title":{"rendered":"Abortion-rights groups outspend opponents by more than 6 to 1 in ballot measure campaigns"},"content":{"rendered":"\n<p class=\"has-medium-font-size wp-block-paragraph\">The groups promoting&nbsp;<a href=\"https:\/\/apnews.com\/article\/abortion-ballot-measures-legal-battle-missouri-florida-d114832682dbda8b50b2d1bbe7c2e17f\"><u>ballot measures to add amendments<\/u><\/a>&nbsp;to the constitutions in nine states that would enshrine a right to abortion have raised more than $160 million.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">That\u2019s nearly six times what their opponents have brought in, The Associated Press found in an analysis of campaign finance data compiled by the watchdog group Open Secrets and state governments.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The campaign spending reports are a snapshot in time, especially this late in the campaigns, when contributions are rolling in for many.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The cash advantage is showing up in ad spending, where data from the media tracking firm AdImpact shows campaigns have spent more than three times as much as opponents in ads on TV, streaming services, radio and websites.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Abortion-rights supporters have prevailed on all seven ballot measures that have gone before voters since the U.S. Supreme Court overturned Roe v. Wade in 2022, which ended a nationwide right to abortion and opened the door for the bans and restrictions that are now being enforced in most Republican-controlled states.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Most of the money is going to Florida<\/strong><strong><\/strong><\/h2>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Florida is the behemoth in this year\u2019s abortion ballot-measure campaigns.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Proponents of the measure have raised more than $75 million and opponents $10 million. Combined, that\u2019s nearly half the national total.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The state Republican Party is using additional funds, including from corporations across the country, to urge voters to reject the measure. Including that, supporters still lead in ad-buying: $60 million to $27 million.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The total spent as of Tuesday is about the same amount spent on the state\u2019s U.S. Senate race.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The amendment would overturn a ban on most abortions after the first&nbsp;<a href=\"https:\/\/apnews.com\/article\/abortion-survey-florida-network-pills-0b2c8bb775b70611908bc4d52845c477\"><u>six weeks of pregnancy<\/u><\/a>&nbsp;\u2014 when women often don\u2019t know they\u2019re pregnant \u2014 that was signed by Republican Gov. Ron DeSantis and took effect in May.&nbsp;<a href=\"https:\/\/apnews.com\/article\/abortion-ron-desantis-florida-election-2024-6fa32787580e935a819248504345cb3c\"><u>DeSantis\u2019 administration<\/u><\/a>&nbsp;has taken steps to thwart the campaign for the amendment.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Florida\u2019s ballot measure rules give opponents a boost: Passage requires approval from 60% of voters instead of a simple majority.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>An influx of funding arrives in South Dakota<\/strong><strong><\/strong><\/h2>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">South Dakota is an outlier, with a significant funding advantage for anti-abortion groups.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">According to an Associated Press analysis of state campaign disclosures, they\u2019ve raised about $2 million compared with abortion-rights supporters\u2019 $1 million.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">There was a big change last week when the abortion-rights group Dakotans for Health reported that it had received $540,000 from Think Big America, a fund launched by Illinois Gov. Jay Pritzker, a Democrat. The fund\u2019s director, Mike Ollen, said that\u2019s helping ads get seen more widely in what could be a close race.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Before that, national abortion-rights groups, including the Planned Parenthood Federation of America, had mostly ignored South Dakota because, they said, the ballot measure doesn\u2019t go far enough. It would allow regulations of abortions after the first 12 weeks of pregnancy if they relate to the health of the woman.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cWe find ourselves being caught between being way too extreme on the right end of the spectrum and not extreme enough on the left end of the spectrum,\u201d said Rick Weiland, co-founder of Dakotans for Health. \u201cWe think we\u2019re right in the middle.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The anti-abortion campaign in South Dakota, like those elsewhere, is focused largely on portraying the amendment as too extreme. The Think Big money provided a new chance to do that.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cSouth Dakotans don\u2019t want extreme Chicago, San Francisco, and New York views tainting our great state,\u201d Life Defense Fund spokesperson Caroline Woods said in a statement.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">One anti-abortion group reported a $25,000 contribution last week from South Dakota Republican Gov. Kristi Noem\u2019s political action committee.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Funding is close to even in a state with competing ballot measures<\/strong><strong><\/strong><\/h2>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Nebraska has&nbsp;<a href=\"https:\/\/apnews.com\/article\/conflicting-ballot-measures-abortion-arizona-nebraska-8d749d2e843c7089adbfbe9cacb7ace6\"><u>competing ballot measures<\/u><\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">One would allow abortion until viability, considered to be somewhere after 20 weeks. The other would bar abortion in most cases after the first 12 weeks \u2014 echoing current state law, but also allowing for a stricter one.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The side pushing to keep restrictions is leading the fundraising race, with at least $9.8 million. One prominent family has supplied more than half of that. Republican U.S. Sen. Pete Ricketts has contributed more than $1 million, and his mother, Marlene Ricketts, has chipped in $4 million.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The campaign for more access has raised at least $6.4 million.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>In some states, the opposition has been quiet<\/strong><strong><\/strong><\/h2>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In most places, abortion-rights supporters have a big fundraising lead.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In Arizona, Colorado, Missouri, Montana and Nevada, the opponents had each reported raising less than $2 million before Wednesday.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Meanwhile, the groups promoting the questions in those states have all collected at least $5 million.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The ballot questions have different circumstances.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/apnews.com\/article\/abortion-missouri-ballot-election-c284f4fe17a23b63a4528bc2b2051943\"><u>Missouri\u2019s amendment<\/u><\/a>&nbsp;would open the door to blocking the state\u2019s current ban on abortion at all stages of pregnancy, with some exceptions. Proponents of the measure have raised more than $30 million to opponents\u2019 $1.5 million.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In Arizona, passing the abortion amendment would roll back a ban after the first 15 weeks of pregnancy and instead allow it until fetal viability, and later in some cases. The state\u2019s Supreme Court ruled this year that an 1864 ban on abortion at all stages of pregnancy could be enforced, but the&nbsp;<a href=\"https:\/\/apnews.com\/article\/arizona-abortion-ban-repeal-ac4a1eb97efcd3c506aeaac8f8152127\"><u>Legislature promptly repealed it<\/u><\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/apnews.com\/article\/colorado-decision-notes-president-house-abortion-schools-46b8ab7d4995148e38cf2b0ab765cad6\"><u>Colorado<\/u><\/a>&nbsp;is one of the few states that already has no gestational limits on when during pregnancy abortion can be obtained. Montana allows abortion until viability.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Opponents of Nevada\u2019s measure have not reported any spending. To take effect, the amendment needs to pass this year and again in 2026.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Fundraising has been low on both sides in&nbsp;<a href=\"https:\/\/apnews.com\/article\/abortion-maryland-constitutional-amendment-66a9c900d1b553e836e4b94cd3f32ae4\"><u>Maryland,<\/u><\/a>&nbsp;though Pritzker\u2019s fund says it\u2019s sending money there, and&nbsp;<a href=\"https:\/\/apnews.com\/article\/abortion-new-york-election-2024-ad674ee66389e3703a847fa385a308c7\"><u>New York<\/u><\/a>, where a ballot measure doesn\u2019t mention abortion specifically but would bar discrimination based on \u201cpregnancy outcomes and reproductive healthcare and autonomy.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Big contributions from national groups are one-sided<\/strong><strong><\/strong><\/h2>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Liberal groups, including those that aren\u2019t required to report who their donors are, are far more active in the campaigns than their anti-abortion counterparts.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The Fairness Project, which promotes progressive ballot measures, has pledged $30 million for this year\u2019s abortion amendments. So far, $10 million in its contributions have shown up in campaign finance reports.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Several other abortion-rights groups have contributed $5 million or more. No single entity on the anti-abortion side has reported giving that much.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Groups that funded the majority of last year\u2019s campaign against an Ohio abortion-rights amendment that voters approved are absent from this year\u2019s list of big contributors.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The Concord Fund, part of a network of political groups centered around conservative legal activist Leonard Leo, didn\u2019t show up in campaign finance reports until Wednesday, when a Missouri filing showed the group gave $1 million the day before to a group opposing the ballot measure there. Leo was a driving force in securing nominations of Supreme Court justices who voted to overturn Roe.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Susan B. Anthony Pro-Life America has not been active on abortion ballot measures this year, but it is pumping money into the presidential race in support of Republican Donald Trump.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cThis is the most consequential fight for life before us,\u201d SBA spokesperson Kelsey Pritchard said in a statement, noting that the group is aiming to spend $92 million in eight states in the presidential race.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/apnews.com\/article\/abortion-amendment-campaign-spending-florida-arizona-539217e94f6f96200eff75e8917e525b#\">apnews<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The groups promoting&nbsp;ballot measures to add amendments&nbsp;to the constitutions in nine states that would enshrine a right to abortion have raised more than $160 million.
