{"id":29984,"date":"2024-07-22T22:49:22","date_gmt":"2024-07-23T03:49:22","guid":{"rendered":"https:\/\/ustower.net\/?p=29984"},"modified":"2024-07-22T22:49:25","modified_gmt":"2024-07-23T03:49:25","slug":"what-a-kamala-harris-presidency-would-mean-for-health-care-in-america","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=29984","title":{"rendered":"What a Kamala Harris presidency would mean for health care in America"},"content":{"rendered":"\n<p class=\"has-medium-font-size wp-block-paragraph\">WASHINGTON \u2014 A&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/harris-campaign-historic-fundraising-windfall-rcna162982\">Kamala Harris<\/a>&nbsp;presidency could have far-reaching consequences for the U.S. health care system,&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/abortion-news\">from abortion rights\u2002<\/a>to insurance coverage to drug pricing, according to policy experts and former advisers to the vice president.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">For starters, Harris is expected to&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/harris-bold-abortion-stance-impact-2024-election-biden-exit-rcna163016\">focus heavily on protecting abortion access<\/a>, an issue she has been fluent in using against Donald Trump and the Republican Party.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cShe will attack them repeatedly and mercilessly on reproductive rights,\u201d said Drew Altman, the president and CEO of KFF, a nonpartisan research group. \u201cI think it\u2019s been a winning card for her so far, and I would expect to see her dial that up tremendously.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Andy Slavitt, a top health care official in the Obama and Biden administrations who has informally advised Harris, said she has an advantage on abortion, an issue that&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/abortion-power-limit-democrats-2024-politics-desk-rcna153132\">resonates with voters<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cIt\u2019s&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/joe-biden\/bidens-roe-v-wade-abortion-rcna147021\">awkward for President Biden to talk about<\/a>&nbsp;it,\u201d Slavitt said. \u201cBut I think she knows how to talk about it in ways that people relate to.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In her vice presidency, Harris&#8217; goal has been to advance and promote Biden\u2019s agenda. But if she secures the Democratic presidential nomination \u2014 as she is favored to \u2014 Harris would be free to cast her own vision to remake the health care system.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Her campaign didn&#8217;t respond to a request for comment as the Harris campaign is in its early stages. But her record and her 2020 presidential campaign provide some clues about how she would govern.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cWe can expect her to try to build on the Biden legacy of expanding coverage,\u201d said Sabrina Corlette, a health policy expert and research professor at Georgetown University. \u201cAnd she\u2019s going to have to do something to bring down costs.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Corlette predicted Harris would look to&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-care\/2024-presidential-election-may-threaten-health-coverage-millions-rcna139109\">protect the Affordable Care Act\u2002<\/a>and extend the enhanced subsidies designed to lower costs, which are set to expire at the end of 2025. She would also be likely to work with Congress to try to extend Medicaid coverage in the 10 states that haven\u2019t expanded it under the Affordable Care Act. And she could carry on Biden\u2019s attempts to expand Medicare to cover dental, vision and hearing benefits for seniors.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">It\u2019s still early for even close allies to know how Harris will seek to balance embracing Biden\u2019s approach with carving out her own.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cI have no idea,\u201d said Rep. James Clyburn, D-S.C., a powerful figure within the party, though he added that the Obama-Biden health care legacy would be in good hands with her. \u201cShe\u2019s a part of it,\u201d he said.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Beyond that, Harris showed more&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/harris-2020-campaign-was-mess-ended-ticket-time-lot-different-rcna162737\">liberal instincts on health care in her 2020 campaign<\/a>&nbsp;than Biden did, which could be a factor.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cShe may be more willing to take on some of the sacred cows in health care than the Biden administration was,\u201d Corlette said. \u201cShe obviously signed onto \u2018Medicare for All.\u2019 She also supported&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/joe-biden\/health-insurance-public-option-might-be-fizzling-left-ok-n1269571\">public option<\/a>&nbsp;proposals in the Senate. You could see more backing of a government-supported plan option for people, which could have the power to bring down the costs of insurance.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Harris signed on to the&nbsp;<a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/1129\">Medicare\u2002<\/a><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/1129\">f<\/a><a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/1129\">or All Act of 2019<\/a>, led by Sen. Bernie Sanders, I-Vt., a few months into her presidential bid. The bill sought to expand Medicare to cover all Americans and effectively end private insurance. It divided the Democratic Party \u2014 progressives embraced it, but moderates, including Biden, feared it would go too far by effectively&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-07-05\/harris-keeps-tripping-up-on-her-medicare-for-all-fuzziness\">eliminating private coverage<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The issue&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/2020-election\/kamala-harris-walks-back-her-hand-moment-health-insurance-democratic-n1024756\">tripped up Harris<\/a>&nbsp;when she was quizzed about the bill&#8217;s potential impact on the private insurance most Americans have. She later offered&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-07-29\/kamala-harris-offers-medicare-for-all-that-keeps-private-plans\">her own health care bill<\/a>&nbsp;that leaned on Medicare Advantage to preserve a role for private coverage.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">At the time, the episode raised questions among Democratic elites and voters about where she stood ideologically. Harris ended her campaign later that year, and by the time Biden chose her to be his running mate, she embraced his proposals.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cI don\u2019t think she\u2019s a disrupter. I don\u2019t think she\u2019s going to be pushing for some big, radical change,\u201d said Slavitt, the former Obama and Biden administration official. \u201cPeople will talk about how she signed on to Bernie\u2019s bill. A lot of people signed on to Bernie\u2019s bill for a variety of reasons \u2014 some to state the ideal is universal coverage \u2026 some because they believe in it literally. &#8230; I read her as more pragmatic.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Altman, of KFF, added that in this campaign, Democrats are highly unlikely to revive Medicare for All \u201cbecause of their fear of Trump.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Republicans are combing through Harris\u2019 past statements about health care and looking for material to use against her.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A GOP strategist noted that in a June 2019 debate, Harris was among 10 Democratic candidates who raised their hands when they were asked whether the U.S. should insure undocumented immigrants. Harris didn\u2019t discuss it, but others onstage argued that it was humane and fiscally wise to ensure broad coverage so people were less reliant on expensive emergency care when they got sick.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Altman expects that on the campaign trail, Harris will continue to promote existing initiatives from the Biden administration, particularly the ongoing rollout of the&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/inflation-reduction-act-becomes-law-will-impact-health-care-rcna43090\">Inflation Reduction Act<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Among the provisions is a $35-per-month cap on the out-of-pocket cost of insulin for seniors on Medicare, which went into effect on Jan. 1, 2023. Starting next year, the law will also cap out-of-pocket spending on prescription drugs at $2,000 for people on Medicare. It also allows the federal government&nbsp;<strong>\u2014<\/strong>&nbsp;for the first time \u2014 to negotiate prices for drugs that Medicare spends the most money on, a long-sought-after goal of Democrats and some Republicans.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The government is&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-care\/medicare-names-first-10-drugs-price-negotiation-government-rcna101166\">negotiating with drugmakers over the 10 costliest drugs under Medicare<\/a>, which include popular heart medications and diabetes drugs. The new prices are expected to be published by September and go into effect in 2026.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A&nbsp;<a href=\"https:\/\/www.kff.org\/medicare\/poll-finding\/kff-health-tracking-poll-may-2024-voters-views-of-health-policy-issues-in-context-of-presidential-campaigns\/\">KFF poll<\/a>&nbsp;published in May found that more independent voters trusted Biden over Trump when it came to many areas of health care, including health care costs. Harris will seek to carry that yearslong Democratic advantage.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Altman said he expects Harris to lean into protecting Medicare and Medicaid while highlighting GOP proposals that would partly privatize or cut the health care programs for elderly and lower-income Americans, respectively, a tactic Democrats have used against Republicans for years.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The GOP proposals include some recommendations in&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/project-2025-trump-heritage-foundation-what-know-rcna161338\">Project 2025<\/a>, a sweeping collection of right-wing ideas to transform the U.S. government. Though it was written by former Trump officials in anticipation of a second term, Trump has said he knows \u201cnothing\u201d about it.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cI also suspect she will be the first to bring Medicaid into the picture,\u201d he said, \u201carguing that the various Republican groups from [Project] 2025 to the Republican Study Committee are proposing to eviscerate the Medicaid program by capping and cutting it.&#8221;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/www.nbcnews.com\/politics\/2020-election\/kamala-harris-presidency-mean-us-health-care-abortion-rcna163124\">Nbcnews<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>WASHINGTON \u2014 A&nbsp;Kamala Harris&nbsp;presidency could have far-reaching consequences for the U.S. health care system,&nbsp;from abortion rights\u2002to insurance coverage to drug pricing, according to policy experts and former advisers to the vice president.
