{"id":27214,"date":"2024-05-14T04:13:05","date_gmt":"2024-05-14T09:13:05","guid":{"rendered":"https:\/\/ustower.net\/?p=27214"},"modified":"2024-05-14T04:13:11","modified_gmt":"2024-05-14T09:13:11","slug":"patients-with-private-insurance-can-face-higher-health-costs-at-hospitals","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=27214","title":{"rendered":"Patients with private insurance can face higher health costs at hospitals"},"content":{"rendered":"\n<p class=\"has-medium-font-size wp-block-paragraph\">Hospitals charged private insurers over 250% more than Medicare, according to a new report from the Rand Corp.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">People with&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/1-5-households-medical-debt-includes-people-private-insurance-rcna48076\">private health insurance<\/a>&nbsp;might pay higher prices for procedures or tests at a hospital.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A report&nbsp;<a href=\"https:\/\/www.rand.org\/pubs\/research_reports\/RRA1144-2.html\">published Monday<\/a>&nbsp;by the research group Rand Corp. found that in 2022, the prices hospitals charged to&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/nearly-half-cancer-patients-medical-debt-insured-rcna151450\">private and employer-based insurance providers<\/a>&nbsp;were, on average, 254% higher than what Medicare would have paid for the same services.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cThese very high payments ultimately result in higher premiums for health insurance coverage and can result in those needing care having to pay high prices to get it,\u201d&nbsp;said Stacie Dusetzina, a health policy professor at Vanderbilt University in Nashville, Tennessee, who wasn\u2019t involved with the report.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The new findings were based on an analysis of health insurance claims data from more than 4,000 hospitals in 49 states and Washington, D.C., from 2020 through 2022. It included both inpatient and outpatient services. In total, the study analyzed about 6% of what private insurance paid out to hospitals during the time period.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Brian Briscombe, a health care cost analyst at Rand Corp. who led the report, said the high prices charged to private insurers mean patients will also end up paying more,&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/1-5-older-adults-skipped-delayed-medications-last-year-cost-rcna84750\">either directly, in the form of higher copays or out-of-pocket payments<\/a>, or indirectly, in the form of a smaller paycheck.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">About 160 million people in the U.S. get their health insurance through their jobs, Briscombe said. \u201cWhen you think about it in the way of an economist, all of it is paid by the patient. I mean, if it cost my job half as much to have health care, my salary would go up,\u201d he said.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In 2022, hospital services accounted for 42% of health care spending for people with private health insurance, and&nbsp;<a href=\"https:\/\/www.nbcnews.com\/nightly-news\/video\/are-hospitals-complying-with-the-federal-price-transparency-law-164047941660\">price hikes from hospitals<\/a>&nbsp;were a significant contributor to the rise in the average amount spent per person.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The report found wide variation in hospital prices among states.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Hospitals in Arkansas, Iowa, Massachusetts, Michigan and Mississippi charged private insurance prices below 200% of what Medicare would pay.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">California, Florida, Georgia, New York, South Carolina, West Virginia and Wisconsin charged private insurance prices that were above 300% of what Medicare would pay.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The report also found that hospitals often charged higher prices for prescription drugs administered by a health care worker, compared to prices charged for the same drugs given in a similar setting, such as a physician\u2019s office.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Briscombe attributed the price discrepancies to the enormous pricing power hospitals wield. If a hospital has limited competition in a given region, for example, it can often charge patients and insurers whatever it wants.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cObviously, some hospitals cost more because they\u2019re better,\u201d he said. \u201cBut as you get more market share, you kind of become the big game in town and it becomes very hard for an employer to say, \u2018We won\u2019t use that hospital.\u2019\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Meanwhile,&nbsp;<a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/medicare-drug-price-negotiations-start-rcna136181\">Medicare<\/a>&nbsp;often pays less in part because it has more negotiating power with hospitals, said Cynthia Cox, a vice president at KFF, a group that researches health policy issues. Most people on Medicare are older adults with underlying health conditions and represent a large portion of hospital revenue.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Molly Smith, group vice president for policy at the American Hospital Association, the hospital industry\u2019s trade group,&nbsp;called the report\u2019s findings \u201ca skewed and incomplete picture of hospital spending.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">An&nbsp;<a href=\"https:\/\/www.aha.org\/system\/files\/media\/file\/2024\/01\/medicare-significantly-underpays-hospitals-for-cost-of-patient-care-infographic.pdf\">AHA report<\/a>&nbsp;published in January found that in 2022 Medicare \u201csignificantly\u201d underpaid hospitals for the cost of providing care to patients.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">For every dollar hospitals spent caring for Medicare patients, they were only reimbursed 82 cents, according to the report. In all, Medicare underpayments totaled $99.2 billion, it said.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cIn benchmarking against woefully inadequate Medicare payments, Rand makes an apples-to-oranges comparison that presents an inflated impression of what hospitals are actually getting paid for delivering care while facing continued financial and other operational challenges,\u201d Smith said.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Dusetzina, from Vanderbilt University, said the Rand report\u2019s findings are consistent with earlier studies showing that private insurance often pays higher prices.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cThe one benefit for commercially insured individuals is that they do have out-of-pocket limits for in-network care, so even if the prices are very high, as long as the systems where they are getting care are in-network, there is an upper limit on what they would pay,\u201d she noted.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Cox said there has been a push for more pricing transparency from hospitals, which would allow insurers to negotiate for lower rates and patients to shop around for a better deal.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A&nbsp;<a href=\"https:\/\/www.cms.gov\/priorities\/key-initiatives\/hospital-price-transparency\">federal rule<\/a>&nbsp;from the Centers for Medicare and Medicaid Services requires hospitals to post their prices. However,&nbsp;<a href=\"https:\/\/static1.squarespace.com\/static\/60065b8fc8cd610112ab89a7\/t\/63dfc34f156b45423beb87b7\/1675608912170\/PatientRightsAdvocate.org+Feb+2023+Price+Transparency+Compliance+Report.pdf\">reports have shown<\/a>&nbsp;that very few hospitals comply with the rule.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Cox added that pricing transparency can be a bit complicated because it\u2019s not always obvious how much a service will cost and for what reason.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cIt\u2019s not always clear from looking at price transparency data exactly how much someone\u2019s being paid,\u201d she said. \u201cFor example, you might see that an MRI looks like it costs 20 cents, but really it\u2019s 20% of some other numbers.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Briscombe said the Rand report is intended to empower and inform employers and patients.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cWhen you think about the price of anything, whether you\u2019re buying a Lamborghini, you think, \u2018Is it overpriced?\u2019\u201d he said. \u201cWell, the only person who can decide that is the person buying it.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"https:\/\/www.nbcnews.com\/health\/health-news\/private-insurers-patients-can-face-higher-health-costs-hospitals-rcna151951\">nbcnews<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Hospitals charged private insurers over 250% more than Medicare, according to a new report from the Rand Corp.
