{"id":24444,"date":"2024-03-04T01:43:19","date_gmt":"2024-03-04T07:43:19","guid":{"rendered":"https:\/\/ustower.net\/?p=24444"},"modified":"2024-03-04T01:43:25","modified_gmt":"2024-03-04T07:43:25","slug":"nasa-shutting-down-2-billion-space-refueling-project","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=24444","title":{"rendered":"NASA Shutting Down $2 Billion Space Refueling Project"},"content":{"rendered":"\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>NASA announced on Friday that it will shut down its $2 billion On-Orbit Servicing, Assembly, and Manufacturing 1 (OSAM-1) program after a year-long \u201cin-depth, independent review.\u201d<\/strong><strong><\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><em>\u201cFollowing Congressional notification processes, [OSAM-1] project management plans to complete an orderly shutdown, including the disposition of sensitive hardware, pursuing potential partnerships or alternative hardware uses, and licensing of applicable technological developments,\u201d<\/em>&nbsp;the NASA&nbsp;<a href=\"https:\/\/www.nasa.gov\/missions\/update-on-status-of-nasas-osam-1-project\/\">announcement<\/a>&nbsp;reads.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The OSAM-1 program was started in 2015 at NASA\u2019s Goddard Space Flight Center in Maryland in collaboration with contractor Maxar, who was largely blamed by NASA for the skyrocketing costs and missed deadlines.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">In October, the NASA Inspector General Report placed the blame for the costs and delays on&nbsp;<em>\u201cpoor contractor performance and continued technical challenges.\u201d<\/em><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cNASA and Maxar officials acknowledged that Maxar underestimated the scope and complexity of the work, lacked full understanding of NASA technical requirements, and were deficient in necessary expertise,\u201d the Inspector General\u2019s report reads.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The report added that it lacked ways to incentivize Maxar to increase its performance because the project stopped being profitable for the company,&nbsp;<em>\u201cIn our discussions with Maxar officials, they acknowledged that they were no longer profiting from their work on OSAM-1.\u201d<\/em><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The report noted that the program would have exceeded its $2 billion price tag and missed its December 2026 launch date. The program was focused on resupplying the Landsat 7 Orbiter, which launched in 1999, with the eventual goal of using methods and technologies developed to help other&nbsp;<em>\u201csatellite operators new ways to manage their aging fleets.\u201d<\/em><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">It also would have used the Space Infrastructure Dexterous Robot (SPIDER) to assemble components in space, including a communications antenna and a 32-foot carbon composite beam, though that second function was already cut from the project.&nbsp;<strong>Delayed development on the SPIDER was cited as a major factor in the project falling behind schedule. It was originally hoped that the project would launch in 2020.<\/strong><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Funding was not an issue for the program, the US Congress regularly provided more funding for the program than was requested.
