{"id":21370,"date":"2023-12-13T02:11:13","date_gmt":"2023-12-13T08:11:13","guid":{"rendered":"https:\/\/ustower.net\/?p=21370"},"modified":"2023-12-13T02:11:18","modified_gmt":"2023-12-13T08:11:18","slug":"millions-of-parents-and-young-kids-could-be-denied-food-aid-next-year-without-funding-boost-report-warns","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=21370","title":{"rendered":"Millions of parents and young kids could be denied food aid next year without funding boost, report warns"},"content":{"rendered":"\n<p class=\"has-medium-font-size wp-block-paragraph\">Unless Congress acts by Jan. 19, the WIC program could be short $1 billion in 2024 due to higher demand and pricey groceries, the Center for Budget and Policy Priorities forecasts.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A long-standing federal food assistance program could be short $1 billion next year, leaving 2 million parents and young children without access to its support, a report from the Center for Budget and Policy Priorities said Tuesday.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The center-left think tank called on Congress to allocate more funding for the Special Supplemental Nutrition Program for Women, Infants and Children, commonly known as WIC, citing a higher-than-expected demand in an economy whose&nbsp;<a href=\"https:\/\/www.nbcnews.com\/business\/economy\/blue-collar-hiring-pay-gains-stay-hot-cooling-job-market-rcna128647\">surprising strengths<\/a>&nbsp;haven\u2019t fended off a&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/economics\/americans-are-going-hungry-strong-economy-rcna128105\">post-pandemic hunger crisis<\/a>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cCongress has failed to provide WIC with the additional funding it needs to avoid turning away eligible young children and pregnant and postpartum adults with low incomes for the first time in decades,\u201d Ty Jones Cox, the vice president for food assistance policy for the Center for Budget and Policy Priorities, or CBPP, said on a conference call Tuesday.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The stopgap funding bill President Joe Biden&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/congress\/senate-approve-funding-government-shutdown-stopgap-bill-rcna125325\">signed on Nov. 17<\/a>&nbsp;to head off a government shutdown included $6 billion in WIC funding for 2024. But CBPP projects that the program will need up to $7.3 billion to meet the expected demand, and lawmakers have until the next budget deadline of Jan. 19 to lock in additional money.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cCongress shouldn\u2019t let us even come this close to this point,\u201d Cox said. \u201cWe are a wealthy nation that can afford to make sure toddlers have milk and vegetables.\u201d<a href=\"https:\/\/www.facebook.com\/sharer\/sharer.php?u=https:\/\/www.nbcnews.com\/now\/video\/november-cpi-shows-prices-increasing-at-a-slower-rate-200031301642\"><\/a><a href=\"https:\/\/twitter.com\/intent\/tweet?text=November CPI shows prices increasing at a slower rate&amp;via=nbcnews&amp;url=https:\/\/www.nbcnews.com\/now\/video\/november-cpi-shows-prices-increasing-at-a-slower-rate-200031301642&amp;original_referer=https:\/\/www.nbcnews.com\/now\/video\/november-cpi-shows-prices-increasing-at-a-slower-rate-200031301642\"><\/a><a href=\"mailto:?subject=November CPI shows prices increasing at a slower rate&amp;body=https:\/\/www.nbcnews.com\/now\/video\/november-cpi-shows-prices-increasing-at-a-slower-rate-200031301642\"><\/a><\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><a href=\"#:~:text=WIC serves 53 percent of,up to their 5th birthday.\">More than half of all infants in the U.S.<\/a>&nbsp;receive benefits through the WIC program, which provides supplemental nutrition aid, counseling and referrals to other services.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cThe urgency for action cannot be overstated,\u201d said Georgia Machell, interim president and CEO of the National WIC Association. \u201cEnsuring WIC\u2019s long-term stability and maintaining the trust of its participants hinge on Congress\u2019 willingness to bolster its support.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A spokesperson for the Agriculture Department, which administers WIC, called the CBPP report \u201cone more piece of evidence that without the necessary additional funding, millions of eligible pregnant women, new mothers, infants and young children are at risk of missing out\u201d on critical aid. The spokesperson said the White House is holding a media call Wednesday to highlight the issue.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Policy experts said WIC\u2019s funding needs have grown in recent years due to rising food costs and the expiration of pandemic-era benefits that had fortified Americans\u2019 wallets and refrigerators. In 2022,&nbsp;<a href=\"https:\/\/www.ers.usda.gov\/webdocs\/publications\/107703\/err-325_summary.pdf?v=7968.6\">the USDA found<\/a>&nbsp;that 12.8% of households were food-insecure, up from 10.2% in 2021.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Demands on WIC would be even greater if more eligible Americans used it. The USDA&nbsp;<a href=\"https:\/\/www.fns.usda.gov\/research\/wic\/eligibility-and-program-reach-estimates-2021\">has said<\/a>&nbsp;the program reaches just over half of those who qualify, citing lack of awareness and recipients\u2019 difficulties in attending required appointments. This fiscal year, WIC participation hit&nbsp;<a href=\"https:\/\/www.fns.usda.gov\/pd\/wic-program\">6.57 million people<\/a>, around 178,000 more than in 2019, according to USDA records.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Monthly costs per participant have risen, too, from $40.90 per person in 2019 to $55.95 today. The CBPP said that&nbsp;<a href=\"https:\/\/www.nbcnews.com\/business\/economy\/food-insecurity-worsened-pandemic-snap-aid-expired-report-finds-rcna90506\">the end of emergency SNAP benefits<\/a>&nbsp;earlier this year and the lapse of the expanded Child Tax Credit contributed to driving up WIC rolls.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">A budget shortfall could lead the WIC agencies that administer the program at the state level to set up waiting lists or reduce the support they\u2019re able to offer, the CBPP said.&nbsp;<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">The think tank\u2019s report comes as high prices for many grocery items leave&nbsp;<a href=\"https:\/\/www.nbcnews.com\/politics\/economics\/americans-are-going-hungry-strong-economy-rcna128105\">many households struggling to put food on the table.<\/a>&nbsp;While&nbsp;<a href=\"https:\/\/www.nbcnews.com\/business\/economy\/inflation-november-2023-what-is-it-interest-rates-going-up-going-down-rcna129041\">inflation has slowed<\/a>&nbsp;and some prices are coming down, the cost of food consumed at home&nbsp;<a href=\"https:\/\/www.bls.gov\/news.release\/cpi.nr0.htm\">was 1.7% higher in November<\/a>&nbsp;than the year before, with staples like cereal and bakery products up 3.4% and fresh ground beef up 7.2%, according to federal data released Tuesday.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Taylor Moyer, a mother of three in Virginia Beach, Virginia, said WIC keeps her from having to decide between household essentials like soap and fresh produce for her kids.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cIf this were to be taken away from us, that means that our babies don\u2019t get that baby food or our babies don\u2019t get that formula,\u201d Moyer said. \u201cIt\u2019s scary.\u201d<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">WIC has also filled a knowledge gap for her family.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">\u201cWhen I didn\u2019t have anybody to ask, \u2018Hey, what am I doing wrong while breastfeeding?\u2019 they have those lactation consultants that can help,\u201d she said.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Republicans have pushed back on calls to raise WIC funding, with House conservatives seeking cuts to the program during talks for the stopgap measure last month.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Sen. Roger Marshall, R-Kan., said he was \u201cproud to champion the WIC program in a bipartisan manner\u201d throughout his time in Congress, but called to \u201cadjust the policy for a nation in recovery\u201d from the disruptions of Covid-19. \u201cNow that the pandemic is over, we must retool the program to reflect the current economy,\u201d he said.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Sen.
