{"id":18617,"date":"2023-10-05T07:58:21","date_gmt":"2023-10-05T12:58:21","guid":{"rendered":"https:\/\/ustower.net\/?p=18617"},"modified":"2023-10-05T07:58:24","modified_gmt":"2023-10-05T12:58:24","slug":"us-funding-for-ukraine-govt-reportedly-to-run-dry-by-november","status":"publish","type":"post","link":"https:\/\/ustower.net\/?p=18617","title":{"rendered":"US Funding for Ukraine Gov&#8217;t Reportedly to &#8216;Run Dry by November&#8217;"},"content":{"rendered":"\n<p><strong>After a stopgap measure to avoid a government shutdown was passed by Congress without including funding for Ukraine, Pentagon Comptroller Michael McCord warned US lawmakers that the Department of Defense was swiftly running out of money needed to replenish its own military stockpiles, drained by the funneling of aid to Kiev.<\/strong><strong><\/strong><\/p>\n\n\n\n<p>Without another abundant infusion of<a href=\"#:~:text=White House Says Ukraine Could Struggle to Receive Other Aid if US Funding Lapses\">&nbsp;cash from Congress<\/a>, US funding for Ukraine\u2019s government expenditures will<strong>&nbsp;run dry by November<\/strong>, a report citing officials in Washington and Kiev says.<\/p>\n\n\n\n<p>Congress&nbsp;<a href=\"https:\/\/sputnikglobe.com\/20231003\/government-shutdown-averted-as-ukraine-aid-is-left-out-of-stopgap-1113866739.html\">passed a temporary funding bill<\/a>&nbsp;to keep the federal government running until November 17 and dodge a shutdown by leaving out&nbsp;<strong>$6 billion<\/strong>&nbsp;for Ukraine. The sum was part of the&nbsp;<strong>$24 billion<\/strong>&nbsp;in emergency&nbsp;<a href=\"#:~:text=House Republicans Fed Up With Biden's Ukraine Aid Requests\">aid for Kiev <\/a>requested by President Joe Biden, on top of the over $100 billion in assistance already provided to the regime.<\/p>\n\n\n\n<p>While Ukraine\u2019s Finance Ministry has resources to cover the budget needs for October, \u201c<em>beyond November the government could face decisions about what services or salaries to cut, or whether to attempt to borrow<\/em>,\u201d a Ukrainian official was cited as saying.<\/p>\n\n\n\n<p>The source voiced concerns that ending payments to Ukraine\u2019s government could trigger discontent in the country and \u201c<em>potentially put political pressure on President Volodymyr Zelensky, who would face louder criticism from rival factions<\/em>.\u201d<\/p>\n\n\n\n<p>Meanwhile, one Washington official revealed that the US Agency for International Development (USAID) will process an October funds transfer of $1.15 billion through the World Bank program, \u201c<em>assuming Ukraine shows that it has appropriately spent the previous transfer<\/em>.\u201d Future disbursements are unclear, it was added in the report. After October, the government in Kiev could dip into other funds&nbsp;<em>\u201cearlier than planned<\/em>,\u201d which would tide them over through November and December, but \u201c<em>without fresh funding the picture turns darker in 2024<\/em>,\u201d the US report cited a Ukrainian source as saying.<\/p>\n\n\n\n<p>The World Bank\u2019s Public Expenditures for Administrative Capacity Endurance (\u201cPeace\u201d ) program has sent Ukraine&nbsp;<strong>$23.4 billion,&nbsp;<\/strong>all told, with&nbsp;<strong>$20.2 billion&nbsp;<\/strong>funded by the US and&nbsp;<strong>$2 billion<\/strong>&nbsp;from the UK. Since the Ukraine conflict escalated, overall US aid to Ukraine totals<strong>&nbsp;$72.8 billion<\/strong>, according to the Kiel Institute for the World Economy, the report noted.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Divisive Issue of Ukraine Spending<\/strong><strong><\/strong><\/h2>\n\n\n\n<p>The&nbsp;<a href=\"#:~:text=Ukraine Sucks 'Oxygen Out of Room,' While Other Countries Lack Aid\">debate over economic aid to Ukraine<\/a>&nbsp;has divided Congress. Republicans who oppose funding for Ukraine have argued the need to put domestic priorities first, instead of sinking cash into&nbsp;<a href=\"https:\/\/sputnikglobe.com\/20231002\/which-countries-have-sent-tanks-to-ukraine-1113845971.html\">NATO\u2019s proxy war with Russia<\/a>. Ukraine&#8217;s&nbsp;<a href=\"https:\/\/sputnikglobe.com\/20231001\/ukraines-possible-new-counteroffensive-camouflage-for-zelensky-to-steal-more-money-from-west-1113837034.html\">botched counteroffensive<\/a>&nbsp;has added to doubts, along with soaring prices and borrowing costs, economic slowdown, and inflation. An August survey found that 55 percent of Americans thought lawmakers should not authorize additional funding to support Ukraine.<\/p>\n\n\n\n<p>Furthermore, the Pentagon recently<a href=\"#:~:text=Pentagon Reportedly Running Out of Funds to Replace Weapons Sent to Ukraine\">&nbsp;issued a warning<\/a>&nbsp;to Congress, saying it is rapidly&nbsp;running out of funds to replace its weapons stockpile,&nbsp;including artillery, rockets, and missiles, due to the rush to fulfill shipments to Ukraine. In a letter viewed by US media, Pentagon Comptroller Michael McCord earlier informed House and Senate leadership that out of the&nbsp;$25.9 billion&nbsp;allocated by Congress to replenish US military stocks provided to Ukraine, only&nbsp;$1.6 billion&nbsp;remains.&nbsp;<a href=\"https:\/\/sputnikglobe.com\/20231002\/whats-the-future-of-us-assistance-for-ukraine--1113859285.html\">Long-term funding<\/a>&nbsp;through the Ukraine Security Assistance Initiative for Kiev has been entirely depleted, McCord warned, saying that without additional funding, the US will be forced to delay or slash supply of air defense weapons, ammunition, drones, and demolition equipment.<\/p>\n\n\n\n<p>Before the 71-page continuing resolution (CR) was signed by Biden on Saturday, Secretary of State Antony Blinken called Senate Minority Leader Mitch McConnell on September 24 to lobby against cutting off Congress\u2019 assistance to Kiev. Nevertheless, days later, the funding bill passed the GOP-led House of Representatives and the Democratic-majority Senate without aid for Ukraine.<\/p>\n\n\n\n<p>A frustrated President Joe Biden had earlier told lawmakers, \u201cWe cannot under any circumstances allow America\u2019s support for Ukraine to be interrupted.\u201d He later dropped a remark that hinted at the possibility of&nbsp;<a href=\"#:~:text=McCarthy Denies Existence of 'Secret Deal' With Biden on Ukraine Aid\">some new agreement<\/a>&nbsp;with then-Speaker Kevin McCarthy to take up the issue of more Ukraine funding later. \u201cWe just made one about Ukraine. Time is not our friend,\u201d National Security Council Strategic Communications Coordinator John Kirby told the media after the call.<a href=\"https:\/\/sputnikglobe.com\/20231004\/us-funding-for-ukraine-govt-reportedly-to-run-dry-by-november--1113908455.html\"><\/a><\/p>\n\n\n\n<p>Moscow has repeatedly condemned foreign aid to the Kiev regime, pointing out that NATO-gifted weapons only serve to prolong the conflagration.
